Ukrayna böhranı üçün “B” planı?

“Rusiya dərhal Ukraynanın şərqində fəaliyyət göstərən separatçılara silah ötürməyi dayandırmalı və atəşkəs haqqında düşünməlidir”. Bu sözləri Ukrayna prezidenti Pyotr Poroşenko yanvar ayının sonlarında Davosda keçirilən Dünya İqtisadi Forumunda çıxış edərkən səsləndirib.[i] Bu bəyanatın səsləndirməsindən cəmi 2 gün əvvəl isə Donetskdə atılan raket zərbəsi ilə bir troleybus içindəki mülki vətəndaşlarla birgə məhv edilmişdi.

Yanvar ayından etibarən Ukrayna hökumət qoşunlarının münaqişəli regionlarda əks-hücum əməliyyatlarına cavab olaraq, separatçılar bölgəni ağır artilleriya qurğularından atəşə tutmuşdu. Oxumağa davam et Ukrayna böhranı üçün “B” planı?

The EU made decision to adopt the sanctions against Russia due to its aggressive policy towards Ukraine. The Minister of economy of Germany Mr. Gabriel has decided to delay the agreement with Russia on establishment of common military training center in Mulino [Russia].

The center of military training in Mulino of the Nizhny Novgorod region had to be constructed and put into exploitation this year. It is intended to train local soldiers by hi-tech simulators. About 30 thousand soldiers could be trained in a year. Withdrawing permission to implementation of the project, Germany is crossing  beyond the sanctions concerning Russia and accepted by all the EU countries. * When “Euro Maidan” movement started in Ukraine, it is main energy supplier – Russia suddenly declares about increasing prices of natural gas. In your judgment, is it connected with European orientation of new Ukrainian government?

Surely, increasing of gas prices, as well as all new geopolitical situation in the region are directly related with possible western orientation of Ukraine. By losing Ukraine (geopolitically), and potential EU enlargement will bring EU east borders very close to Russia, without any buffering zone between. Ukrayna’da başlayan “Maidan”  protestolarının kontrolden çıkmasıyla arda arda yaşanan olaylar ülkeyi dünya gündeminin merkezine konumlandırdı. Avrupa’nın birçok ülkesi tarafından yasadışı olarak kabul edilen referandum sonucu Kırım % 95’lik oran ile Rusya Federasyonu’nun yeni eyaleti haline geldi. Bu gelişmeye itiraz eden Ukrayna’nın geçici cumhurbaşkanı Turçinov ve başbakan A.Yatsenuk BM Güvenlik Konseyine bir itiraz notası gönderdi. 20 Mart tarihinde Güvenlik Konseyinde konuşma yapan Arseniy Yatsenuk Ukrayna’nın başına gelenlerin Rusya tarafından önceden planlanan bir provokasyon olduğunu, oylamanın geçersiz olduğunu dile getirdi. Ayrıca bununla da yetinmeyen devlet başkanı, Rusya’nın BM Daimi Temsilcisi Vitaliy Çurkin’i milliyetçilikle itham etti.

On 24th -25th of May, the capital of the Netherlands will host a long-awaited meeting on nuclear security in which will be presented by 53 countries at the level of state’s leaders. But it seems that in this year the problems on nuclear security will recede into the background. On the next Monday, the leaders of G7 will hold the meeting on summit fields devoted to the events in Ukraine and further actions in relation to Russia. 

Experts on nuclear security gathered for the parallel summit on nuclear knowledge are concerned by the Crimean crisis can strike on American-Russian cooperation in this field.  Mr.Vugar Bayramov is a well-kmown economist and expert on economic policy of Azerbaijan, alumnus of  Washington University in St.Louis. Currently he is serving as a founder and chairman of Center for Economic and Social Development (CESD) which took a high ranking place as one the most active brain centers of Caucasus region  in the international poll of Harvard Univresity.

Dear Mr.Vugar, first of all thank you for sharing your time. I would like to be inform your opinions and future analyses about Azerbaijan policy towards the European Union after Vilnus Summit which became a “last hope” for some pos-soviet countries to integrate to Europe.

  1.  How could you estimate the importance and impact of Vilnus Summit in the foreign policy of Azerbaijan Republic?

 The Vilnius  Summit in fact was the important event in context of keeping prominence of the  EU Eastern Partnership Program since policy impacts of this program has not been considered as decent before the indicated summit. Azerbaijan’s participation at the summit was extremely important taking into considering Russian influence on the region mainly on forcing neighboring countries to join to the Customs Union, a Russian new project. In the end of the past year, there was an event which can radically affect all subsequent course of Syrian conflict. After a provocation over involvement of the West into military operations became unsuccessful, Islamic opposition groups inside of the country had carried out new efforts in order to finish war. They rejected the support of Syrian National Coalition and Free Syrian Army and formed new Islamic Coalition with other thirty religious parties.
